Rule 71
Proposals of essential public importance

(1) If a member wants to discuss a matter of urgent public importance, the notice of the proposal should be given to the secretary at least two hours before the start of the meeting and such proposal should be supported by at least two members.
(2) Along with the notice as per sub-rule (1), the reason for discussing the said proposal should be clearly mentioned.
(3) If the subject of the proposal as per sub-rule (1) is deemed to be of essential public importance, the Speaker shall approve the said proposal. The day and time of the discussion will be determined in consultation with the relevant minister on the approved proposal.
(4) According to sub-rule (3), the speaker shall set a maximum of two hours for discussion on the approved proposal.
(5) According to sub-rule (3), after the proposal is accepted, the Speaker will take the name of the proposing member and the proposing member will give a brief statement. After that, the Speaker will give time to the members who will participate in the discussion.
(6) The questions raised in the discussion will be answered by the concerned minister.
